Avsar Badhe, Aage Padhe

The Government has launched the Nishchay “Awsar Badhe Aage Padhe” has the objective of expanding the opportunities for Higher, Technical and Professional education in the State itself for the youths by establishing various new institutions of higher learning. This will strengthen the supply side of skilled workers in the State. The aim is to provide better opportunities of technical and professional skill based education in the State. Under this Nishchay, the following institutions are being established in phased manner :-

  • One GNM institute in every district.
  • One Para Medical institute in every district.
  • One Polytechnic institute in every district.
  • One Women industrial training institute in every district.
  • One Engineering College in every district.
  • One Nursing college in all medical college in every district.
  • One ANM institute in every sub-division.
  • One Government Industrial training institute in every sub-division.
  • Five more new Medical Colleges in the state.

One GNM School in every district

  • One GNM (General Nurse Midwifery) school is to be established in every district of the state.
  • GNM Institutes are already operational in 5 districts of the state. Construction work of GNM Institute is already under progress in 10 districts, in which construction work of 5 institutes have been completed and action is being taken to start the academic session.
  • In the next five years, under the “Mukhyamantri Nishchay GNM Institute Shemes” GNM Institute are to be established in remaining 23 districts of the state. These districts are : 1. Bhojpur 2. Bhabhua 3. Nalanda 4. Nawadah 5. Arwal 6. Aurangabad 7. Munger 8. Lakhisarai 9. Begusarai 10. Khagadia 11. Jamui 12. Araria 13. Katihar 14. Kishanganj 15. Supaul 16. Madhubani 17. Madhubani 18. Samastipur 19. Sitamarhi 20. Shivhar 21. East Champaran 22. Siwan 23. Gopalganj.
  • The cost of construction of each GNM Institute will be Rs. 13.35 crores. Thus, the total expenditure of Rs. 301.13 crores has been approved by the State Government for construction of GNM institutes in all of the 23 earmarked districts.
  • In the financial year 2017-2018, target has been set to start the construction of 5 new GNM institute. The target is to construct 6 GNM institute in the financial year 2018-2019, 2019-2020 and in the year 2020-2021. Hostel is to be constructed along with the GNM Institutes.
  • Construction work of GNM Building has been started in 12 districts.
  • With the establishment of this new GNM Institutes the students of the state will get a better infrastructure and plat for technical education and at the same time it will help in overcoming the shortage of GNM (‘A’ grade nurse) in state hospitals and create new job opportunities.

One Para Medical Institute In Every District

  • One Para Medical institute is to be established in every district of the state.
  • Para Medical Institute in 5 districts are already operational in the state. In the next five years, under the “Mukhyamantri Nishchay Para Medical Institute Shemes” Para Medical Institute is to be established in remaining 33 earmarked districts of the state.
  • The cost of construction of each Para Medical Institutes will be Rs. 9.98 crores. Thus, the total expenditure of Rs. 329.34 crores has been approved by the State Government for construction of Para Medical Institutes in all 33 earmarked districts.
  • In the financial year 2017-2018, target has been set to start the construction of  8 Para Medical Institutes. The construction of 8 new institutes has to be started in each financial year 2017-2018, 2018-2019 and 2019-2020 and the construction of 9 new institute has to be started in financial year 2020-2021. Hostels will also be constructed along with every Para Medical Institute.
  • Construction work of Para Medical institute building has been started in 17 districts.
  • With the establishment of the new Para Medical Institutes students of the state will get a better environment of technical education and at the same time they will help overcome the shortage of Para Medical staffs in state hospital and will create new job opportunities.

One Polytechnic Institute In Every District

  • In order to provide easy access to technical education to the youth of the state one polytechnic Institute will be established in every district.
  • There are 19 districts of the state that have already one polytechnic institute established and running.
  • Under the Nishchay, target has been set to operate polytechnic institution in 19 districts
  • Under the Nishchay, the target has been set  to construct building in 11 districts of the state, out of which administrative approval has been received for building construction in 8 districts and work has started in 5 districts, out of which work has been completed in 1 district.
  • Remaining work of construction and operation will be done in coming years.

One Women Industrial Training Institute In Every District

  • One Women Industrial Training Institute is to be established in every district of the state.
  • In 16 districts, out of 38 districts of the state, Women Industrial Training Institute is already operational at present.
  • Under the scheme, target has been set to start the institute in 22 districts, out of which institute has started in14 districts of the state
  • Under the scheme, target has been set  to construct building in 22 districts, out of which administrative approval has been received for building construction in 11 districts and work has started in 4 districts.

One Engineering College In Every District

  • One Engineering College is being established in every district of the state.
  • In 7 districts of the state, one Engineering College is already established and operational.
  • Under the Nishchay, target has been set  to start engineering college in 31 districts, out of which in 9 district it is already started.
  • Under the Nishchay, target has been set for building construction in 25 districts, out of which administrative approval has been received for building construction in 11 districts and work has been started in 5 districts.
  • Construction and operation work in remaining districts will be done in coming years.

One Bsc. Nursing College In All Medical Colleges

  • One B.Sc Nursing College is to be established in every medical college of the state.
  • BSc Nursing college is already operational in Indira Gandhi Institute of Medical Science and construction work of building for BSc Nursing college  in Nalanda Medical College has been completed and process of starting academic session is underway.
  • The cost of construction of each BSc Nursing College will be Rs. 26.49 crores. Thus, the total expenditure of Rs. 423.96 crores has been approved by the State Government for construction of BSc Nursing College in all 16 earmarked colleges.
  • Target has been set to construct 4 BSC Nursing colleges each in the financial year 2017-2018, 2018-2019, 2019-2020 and in the year 2020-2021.
  • Hostels are to be constructed along with BSc Nursing colleges in the state.
  • With the establishment of this new BSc Nursing Colleges where the students of the state will get a better environment of technical education and at the same time they will help overcome the shortage of teachers in ANM/ GNM Institutes and new jobs will be created.

One ANM School in Every Sub Division

  • One ANM school in every sub division of the state is to be established.
  • ANM Institute is already operational in 37 Sub Divisions of the state. Construction work has been completed in in 10 Sub Divisions and the process to start the academic session is in progress.
  • In the next five years, under “Mukhyamantri Nishchay ANM Institute Scheme” the target is to establish ANM Institute in remaining 54 Sub Divisions of the state.
  • The cost of construction of each ANM Institute will be Rs. 6.30 crores. Thus, the total expenditure of Rs. 340.58 crores has been approved by the State Government for construction of ANM Institute in earmarked Sub Divisions of the state.
  • Target has been set to construct 13 ANM Institute each in the financial year 2017-2018 and 2018-2019 and 14 each in the year 2019-2020 and in 2020-2021.
  • Hostels are also to be constructed along with ANM Institutes.
  • Construction work of building for ANM institute has been started in 33 subdivisions of the state.
  • With the establishment of this new ANM Institutes, where the students of the state will get a better environment of technical education and help overcome the shortage of ANM nurses and at the same time create new job opportunities.

One Industrial Training Institute In Every Sub Division

  • One Industrial Training Institute in every sub division of the state is to be established.
  • In 49 sub divisions out of 101 sub divisions of the state, Industrial training institute is operational at present.
  • Institutes in 25 out of 49 sub divisions are operational in its own building at present and the construction work of the building in 24  sub divisions is in progress, out of which construction work of 5 building has been completed.
  • Under the Nishchay, target has been set to start the institute in 52 sub divisions, out of which institute has started in 36 sub divisions of the state.

Establishment of Five More New Medical Colleges in The State

  • At present, 10 governmental and 4 private medical colleges are operational in the State. Construction work of building of Medical College in Madhepura is underway and action is being taken for the acquisition of “Employees State Insurance Corporation Medical College, Bihta.
  • Five more new medical colleges are to be constructed in districts-  Begusarai, Sitamarhi, Madhubani, Bhojpur (Aara) and Vaishali. Hostels will also be constructed along with the Medical Colleges.
  • Land has been identified for the construction of medical colleges in ed districts of the state and the process of transferring the land is going on.
  •  The cost of construction of each Medical College will be Rs. 400 crores. Thus, the total expenditure of Rs. 2000 crores for the construction of 5 new medical colleges have been approved by the State Government.
  • The target is to complete 25% of construction work every year so that 100% construction work is completed in the next four years.
  • After establishment of new colleges the State will have 24 Medical Colleges that fulfill the criteria of the state. This will give the students a fair opportunity for medical education in the state.
