The State Government has launched the Nischay “Shauchalay Nirmaan Ghar Ka Sammaan” on 27^th of September, 2016.This nishchay is being executed in urban areas by Urban Development and Housing Department and in rural areas by Rural Development Department. The Nishchay aims at providing toilet facilities to each household in order to achieve the objective of Open Defecation Free, Healthy and Clean Bihar. Collective behaviour change is also being encouraged among the rural and urban households for the regular use of toilets. An approximate 1.68 crore toilet less families are being targeted.

To fulfill this Nischay, two schemes have been started by the state government :

1. Lohia Swacch Bihar Abhiyaan.
2. Shauchalay Nirmaan Yojana (Urban areas).

Lohia Swacch Bihar Abhiyaan

• The execution of Lohia Swacch Bihar Abhiyaan, will be done through the Rural Development Department.
• The mandate of the Lohiya Swacch Bihar Abhiyaan is to facilitate construction of 1.21 Cr Individual Household Latrines (IHHL) by beneficiaries and construction of the Community Sanitation Centre for landless rural families.
• And, to eliminate Open Defecation in rural areas by way of construction of Individual Household Latrines along with the facilitation for the much needed Behavioral change among the rural folks with regard to daily and regular use of toilets and the concomitant health benefits leading to all 8386 Gram Panchayats achieving ODF status in the given time-period.
• The benefit of this scheme will be given to all the families who have no access to a toilet without any discrimination.
• In the financial year 2018-2019, against a cumulative target to provide IHHL facilities to 121.6 lakh households and bestow ODF status to 8,386 Gram Panchayats , work has been started in 8,386 Gram Panchayats and 3658 Gram Panchayats have been declared ODF ,as of now. 103.84 lakh house holds have been provided with the facility against the target of 121.6 lakh houses.

Shauchalay Nirmaan (shahri kshetra) Yojana

• The execution of Shauchalay Nirmaan (Shahri Kshetra) Yojana is being done by Urban Development and Housing Department.
• The mandate of this scheme is to facilitate construction of 5.81 lakh Individual Household Latrines (IHHL) by beneficiaries themselves and construction of 66,361Community Sanitation Centre seats for landless urban families and to stop Open Defecation in all 3377 urban wards of 143 Urban Local Bodies.
• All the households without toilets, living in urban areas will benefit under this scheme without any discrimination. Families having adequate land will be given individual toilets and families not having adequate land for the construction of toilets will be covered through community toilets.
• In the financial year 2018-2019, Against a cumulative target to provide IHHL facilities to 4.92  lakh households and construction of  61,361 lakh  CSC seats in all 3367 urban wards, 2.71 lakh IHHLs and 4952 CSC seats have been constructed while 3270 urban wards and 99 urban local bodie have been declared ODF, as of now.
