Bihar Start-up Policy was notified vide Notification No. 357 on 17.03.2017.The key features of this policy include funding and technical handhold support initiatives that are designed in sync with the various stages of start-up business cycle such as Validation Stage, Commercialization Stage, Scale-up stage.

Startup means an entity-
- incorporated or registered in Bihar not prior to 5 years
- Annual turnover not exceeding Rs. 25 Cr. in any preceding FY,
- Working towards innovation, development, deployment or commercialization of new products, processes or services driven by technology or intellectual property.not formed by splitting up or reconstruction of a business already in existence

- Bihar Startup portal has been created to enable startups perform all the activities without any physical touch point: https://startup.bihar.gov.in/
Financial support to Start-ups:
- Financial assistance up to Rs. 10 Lakhs in two instalments per Start-up as interest free loan for 10 years. Entrepreneur shall contribute 5% of this financial assistance
- Free of cost valuation for Start-ups
- Facilitation for access to Angel Investors
- Success fee @ 2% of investment to start-ups for mobilizing investments from state registered angel investors towards early stage funding
- Additional 15% incentive for SC/ST entrepreneurs and differently abled persons; 5% for women entrepreneurs. :
Financial support to Incubators:
- Reimbursement of incubating cost: Up to Rs. 2 Lakhs per incubate
- Fiscal incentive to Incubators @2% of the investment received by its incubatee from SEBI registered Alternate Investment Funds
- Fiscal Grant to State Supported Incubators @3% of the investment received by its incubatees from SEBI registered Alternate Investment Funds.
- @5% for start-ups in social sectors providing solutions to public service access problems in Bihar in areas like health, education and nutrition
- All premier Government Institutions are notified as incubators such as IIT, NIT, BIT ,NIFT,CIMP,STPI,BIA,BEA,UMSAS, Tool Room and Training Centre, MagadhMahila College, Development Management Institute, Bihar Agriculture University, Sabor, CIPET, SGIDT & JD Women's College.
