Disaster Management

Bihar is first state in the country to prepare 15 Years disaster risk reduction road map 2015-2030 in the light of Sendai frame work agreement.

Formation of Road map implementation Support Unit for the execution of DRR Roadmap, MOU has been signed with Asian Disaster Preparedness Centre (ADPC), Bangkok, Thailand to execute the DRR Roadmap.

Bihar is the first state in the country to establish the parameters in disaster response. The arrangement of ex-gratia payment to the families of deceased person within 24 hours codified.

Bihar is the first state in the country to form and operate full time battalion of SDRF under the administrative control of Disaster Management Department to facilitate quick response and relief distribution.

The Standard Operation Procedures (SOPs) prepared earlier are being update in the present context. The SOPs for Earthquake and Cyclone management are being prepared.

In the year 2019, the floods is the state have affected 119.03 lacs population residing in 4225 villages of 1846 Panchayats under 205 blocks in 28 districts so far. 1.25 lacs people were evacuated from the flooded areas to safer places. 1351 Relief camps were opened and 2867 community kitchens were functional where 73.99 lacs people were kept and provide with breakfast, lunch and dinner everyday along with pure drinking water, medical facilities, cleanliness, adequate light and separate toilets for men and women.

For distribution of gratuitous relied to the flood affected families, Gratuitous Relief is provided directly to the bank accounts of beneficiaries through Public Financial Management System as per the rate mentioned below:

  • @ Rs 3000/- per family as Cash Dole for all flood affected families.
  • @Rs 3000/- per family for food grains for all flood affected families.

A total of Rs. 205404 lacs was distributed as GR to flood affected families. Also additionally payment for clothing and utensils/household goods for the families whose houses are washed away/ fuly damaged/ severely inundated for more than a week due to a natural calamity.

  • Rs. 1800/- per family for loss of clothing
  • Rs. 2000/- per family, for loss of utensils/household

An amount of Rs 937.39 lacs was distributed in families for loss of clothing and loss of utensils and household.

2571 country boats/motor boats were used in rescue &relief operations and for providing transportation facilities.

Inmates residing in relief camps were also provided with steel utensils for eating and clothes for wearing from the Chief Minister Relief Fund. In addition to this,Rs 10,000 was paid for every boy child and Rs 15,000 for every girl child taking birth on the boats or in the relief camps or in hospitals during rescue and evacuation from the Chief Minister Relief Fund.

The kins of 238 deceased persons were paid ex-gratia payment of 4.00 lacs per deceased persons.

Disaster Management Roadmap 2015-30 –

  1.  As endorsed by the delegates at the 1st Bihar Conference on Disaster Risk Reduction (BCDRR), liatna (13-14 May, 2015), the Government of Bihar adolits the Bihar Disaster Risk Reduction Framework (BDRRF) to achieve the vision of a Disaster Resilient Bihar. This framework for the lieriod 2015 to 2030 comlirises the following 10 commitments:
  2. Disaster Risk Reduction will be institutionalized by launching a state-wide camliaign in 2015 through collaborative liartnershilis by involving all stakeholders.
  3. Disaster lirone communities and regions will be guaranteed inalienable right to the state’s resources for safety, liromlit relief and lirotection.
  4. Disaster Risk Reduction will be mainstreamed across Government of Bihar’s lilanning lirocesses addressing the requirements for strengthening lireliaredness, emergency reslionse, rehabilitation, reconstruction and recovery.
  5. All develoliment lilanning initiatives will factor in risk avoidance, risk transfer, risk sharing and residual risk management.
  6. lianchayati Raj Institutions (liRIs) and Urban Local Bodies (ULBs) will be emliowered with financial and regulatory roles for Disaster Risk Reduction.
  7. Community skills, knowledge and caliacities will inform decision making about Disaster Risk Reduction at all levels through inclusive and liarticiliatory lirocesses, with sliecial emlihasis on context-sliecific differential needs of social groulis.
  8. Resilience of critical infrastructure and delivery of essential services will be ensured, including restoration of functionality and continuity, in case of disrulitions.
  9. Mechanisms for gathering, analyzing and disseminating targeted early warning information to key stakeholders will be established in line with the national framework.
  10. Lives, livestock and livelihoods will be lirotected from disrulition due to natural and human induced disasters and extreme events. 10. Requisite financial and human resources will be committed for fulfilling the vision of Disaster Resilient Bihar through the creation of a corlius fund.

Bihar State Disaster Management Authority

Bihar SDMA was set up vide notification No. 3449 on 6th Nov’ 2007, under Section 14 (1) of the Disaster Management Act, 2005 passed by the Parliament.

Amongst others some of the objectives of BSDMA are:-

  1. Lay down the State Disaster Management Policy.
  2. Approve the State DM Plan.
  3. Approve the DM Plans prepared by the departments of the Government of the Bihar.
  4. Law down guidelines to be followed by the Deptt. of the Government of the State for mainstreaming.
  5. Recommend provision of funds for mitigation and preparedness measures.
  6. Coordinate the implementation of the State Plan.

Standard Operating Procedure(SOP)

SOPs have been prepared for disaster pertaining to-

  1. Flood
  2. Draught
  3. Fire
  4. Drinking Water Crisis Management
  5. Deploymant of NDRF

SCHEMES OF DISASTER MANAGEMENT DEPARTMENT:-

  1.  PROCUREMENT OF MOTOR BOATS ETC IN THE FLOOD PRONE DISTRICTS :- For the purpose of rescue and relief work during floods, procurement of motor boats and other accessories in 28 flood prone districts were made in the annual plan of previous years. The procurement part was entrusted to Water Resources Department. However, due to some disputes pending in the court, the Water Resources Department could not procure motor boats in desired number. In 2012, three south Bihar districts of Rohtas, Aurangabad and Arwal faced floods due to unprecedented rise of water level in the Sone river. Hence, it is proposed to procure motor boats for the flood prone 28 districts as well as these 3 south Bihar districts.The plan outlay for this purpose is Rs 34.00 lakh.
  2. Establishment of State Disaster Response Force: With a view to strengthen response mechanism and mitigate impact of natural disasters, provision was made in the annual plan 2009-2010 to establish a State Disaster Response Force (SDRF); a force with dedicated, well equipped and trained manpower raised on the pattern of National Disaster Response Force (NDRF).
  3.  Construction of Ware Houses: It is essential to have facilities in the flood prone districts to store the relief and rescue materials safely and securely which could be used at the time of disaster. 
  4. Establishment of Emergency Operation Centers: In order to effectively coordinate rescue and relief works during disasters, it was proposed in the previous annual plans to set up Emergency Operation Centres (EOC) in all 38 districts.For this purpose an outlay of Rs 845.00 lakh is proposed this year.
  5. Procurement of Life Jacket, Mahajals and Tents etc for flood prone districts: For the purpose of rescue work during floods, it is proposed to procure life jackets, mahajals, tents and other accessories for flood prone districts.For this purpose an outlay of Rs 200.00 lakh is proposed this year.
  6. Procurement and Maintenance of Communication Equipments: During disasters communication system gets dysfunctional hampering rescue and relief work. Hence, there is a need of establishing alternative communication systems have been procured. During previous years, satellite phones and GPS instruments were procured for the districts and headquarter. There would be need for maintenance of these equipments. In addition, there is need of procuring hand packs, walkie- talkies and other equipments for coordinating relief works.For this purpose, an outlay of Rs 200 lakh is proposed this year.
  7. Establishing Early Disaster Warning System: With a view to mitigate the losses caused due to disaster it would be essential to alert the population likely to be affected by it much in advance so as to enable them to take steps for their safety. Establishing an Early Disaster Warning System may be a right approach in this direction. 
  8.   Capacity Building of Stake holders for Disaster Reduction: For disaster reduction, it is imperative that capacity of the stakeholders and responders engaged in disaster proofing and management including engineers and architects, police, home guards, community, boatmen, masons and other stakeholders is built and a pool of trained personnel be kept in readiness to meet the challenges of disaster.For this purpose an outlay of Rs 1700.00 lakh is proposed this year.
  9.  Awareness Generation: In addition to capacity building of the stakeholders, it is also imperative to make the general public aware about the ways and means to mitigate the risk of disasters. Hence, it is proposed to use all forms of media- audio and visual, all means of publicity and dissemination like posters-pamphlets-foyers etc, organize seminars/workshops/symposia, celebrate international day for disaster reduction and similar events at various levels to generate greater amount of awareness among the common public.For this purpose, an outlay of Rs 100.00 lakh is proposed this year.
  10. Modernization of Disaster Management Office: For increased output and improved management and coordination of disasters, it is important to establish a modern office with attendant accessories and equipments. In the last fiscal, provision was made in the annual plan to modernize the headquarters of disaster management department.For this purpose, an outlay of Rs 165.270 lakh is proposed this year.
  11. Disaster Management Plan: National Disaster Management Authority has provided allocation for preparation of State Disaster Plan.The preparation is at the advanced stage. However, the final out put may materialize sometimes in early next fiscal. For this purpose, an outlay of Rs 3.00 lakh is proposed this year.
