The State Government has launched special schemes/ programs/ policies to enable the youth of Bihar become self-reliant by improving their competency through creating opportunities for education and skill development and better employability. These schemes include :
- Bihar Student Credit Card Scheme.
- Mukhyamantri Nishchay swayam Sahayata Bhatta (Chief Minister Nishchay Self- Help Allowance scheme)
- Kushal Yuva Program.
- Bihar Start Up Policy.
- Provision of free internet facilities through Wi-Fi in all Government universities and colleges in the state.
Bihar Student Credit Card Yojna
- Bihar Student Credit Card Yojna was launched on the occasion of Gandhi Jayanti on 2nd October, 2016.
- Under this scheme, an education loan of Rs. 4 lacs will be provided to every 12th pass students, willing to go for higher education who otherwise is deprived of due to financial reasons. Initially, loan was provided by the Banks and the State Government was giving guarantee to the Banks. Later on due to difficulties in getting the loan sanctioned from banks, the State Government decided to finance the loan through newly created Bihar State Education Finance Corporation.
- This loan is given to the youth at a nominal interest rate @ 4% and women, handicapped and transgenders @ 1% simple interest. Loan will be provided to cover livelihood expenditure to be incurred on their education, cover their tuition fee of the institution (including hostel charges) and even for rented accommodation in case of non availability of hostel.
- The loan will be available for higher education in general courses like B.A/B.Sc and professional/ technical courses like engineering / medical/ management/ law.
- For financial year 2016-17 a target of 5 lacs students and for financial year 2017-18, a target of 6 lacs students, for year 2018-2019, a target of 50,000 students, for year 2019-2020, target of 75,000 students and for the year 2020-2021, a target of 1,00,000 students has been set to cover under this scheme.
- This scheme will be beneficial for students deprived of higher education due to financial constraints. At the same time it will also help improve the gross enrollment ratio in higher education.
Eligibility and Conditions for availing the benefits of the scheme:
- The applicant should be admitted or selected for admission in an institute of Higher Education recognized by the relevant regulatory agency of Bihar or other state/ Central government.
- This loan will cover general courses of higher education and various professional/ technical courses. List of courses are mentioned below, which will get amended time to time by the Education Department to add new courses in it.
- Under this scheme, benefit will be provided to those applicants who are resident of Bihar and have passes 12th or equivalent exam (10th for Polytechnic course) from any institute located in the state and recognized by the Government and also to the applicant of States bordering Bihar namely Jharkhand, Uttar Pradesh and West Bengal, who have passed 10th/12th(10th for Polytechnic course).
- In case of applicant staying in hostel, the amount will be made available to the educational institution of the applicant.
- If an applicant has passed and obtained a certain level of degree, then he/she can not apply for a course of the same level. This provision will not be applicable for technical or managerial courses.
- The applicant’s age should not exceed 25 years on the date of application.
- For all those prescribed Post Graduate courses, where the minimum qualification for admission is graduation, the maximum age limit will be 30 years.
Important Documents for the application:
- Aadhar Card of Applicant and Co-applicant.
- Mark sheet and certificate of Matriculation, +2 (10th for Polytechnic syllabus) and last successful examination.
- Certificates related to received scholarship and free education (If applicable).
- Photocopy of the applicant’s bank passbook, in which name of the branch, account number and IFSC code are mentioned.
- Certificate of enrollment in the institute in which the course and its duration is mentioned (or course brochure for the institution located outside Bihar).
- Details of the course fee received from the institution.
- Two passport size photograph of the applicant and co-applicant such as parents/ spouse/ guardian.
- Photo copy of residential certificate or first page of bank passbook in which applicant’s address should be clearly mentioned or any residential proof such as electricity bill or telephone bill or passport or driving license or voter id card.
Process of application for availing the benefit for Bihar Student Credit Card Scheme :

- First of all, the desired information will be recorded through web portal/ Mobile app. After submitting it, One Time Password(OTP) will be received on applicant’s mobile number and e-mail id.
- After entering this OTP on web portal, applicant will get personal description contact form. After submitting the required information in it, a web page will be opened. An online application form of Bihar Student credit card scheme will be selected, in which applicant will enter the desired information.
- After submitting the online application form, unique registration number will be sent to the applicant on provided mobile number and e-mail id through message or E-mail.
- None of the documents should be attached with the online application. After submitting the application form, a PDF copy of the application form will be generated, which will also mention the required documents when visiting the counter at DRCC.
- The information regarding the time and date for coming to DRCC will be sent to the applicant through sms and email. Although the applicant can submit hard copy of the application form to the District Registration and Counseling Center as per his/her convenience.
- On the prescribed date, applicant will submit his application form with required information in it and desired documents for education loan to the DRCC of his district.
- After self-signing on the PDF copy of the application, applicant will come to DRCC on the prescribed date along with application form with passport size photographs of applicant and co-applicant in it and self attested photocopy of the desired documents.
- The applicant will be given a token number at the entrance of the District Registration and Counseling Center, on the basis of which the applicant will enter the center. Applicant will wait in the waiting hall for his turn. The Token number provided to the applicant will be displayed on the electronic display board.
- When the applicant’s number is flashed on the display board he/she should go to the prescribed counter with all original documents, self attested photocopy of all documents, self signed PDF copy of the application form, where the applicant’s identity will be certified.
- The original certificates will be returned to the applicant after scanning and the photocopy of self attested application and other documents will be deposited to the counter.
- After the certification of the documents, applicant will receive a receipt from the counter.
- Any kind of correction and amendment in the application form will be done by the Multi Purpose Assistant (MPA) on the spot.
Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana
- Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana was launched on 2nd of October, 2016.
- Under this scheme, unemployed youth between the age of 20-25 years who in search of employment, will be given Rs.1000 per month for a maximum period of two years. This scheme is being implemented by Planning and Development Department.
- The youths availing self help allowances have to mandatory enroll for training in language (Hindi & English) & Communication skills, basic computer knowledge and soft skills.
- For financial year 2016-17 the target is to provide the benefit to 18.17 lac youths anf for the year 2018-2019, target has been set to provide benefit to 2,00,001 youths of the state. In the coming five years the target is to extend the benefit to 69 lac beneficiaries.
Eligibility and Conditions for availing the benefits of the scheme:
- Unemployed youth of Bihar in the age bracket of 20 - 25 years, who are not studying anymore and are looking for employment and those who have cleared the intermediate or equivalent exam from a government approved institution but have not gone ahead with higher studies will be eligible to avail this scheme.
- Applicant should be a permanent resident of Bihar State and should not be self employed.
- The applicant should not be receiving any kind of allowance / scholarship / student credit card / education loan or any kind of assistance from any other government source and should not have any type of government and non government employment (contract / permanent / temporary form) .
- The applicant will also be given mandatory training of language (Hindi / English) , communication skills, basic computer knowledge and soft skills conducted by the Labor Resources Department .
Important Documents for Application:
- Passing certificate of 10th and 12th standard or its equivalent examination.
- Residential certificate and Aadhaar card.
- Bank account of the applicant in any scheduled bank.

Kushal Yuva Program
- “Kushal Yuva Programme” was launched on 2nd of October, 2016.
- Under this program, youth between the age of 15-28 who have cleared the class 10th exam or equivalent, receives basic training in language (Hindi & English ) and Communication skills, Basic Computer Skills and Soft skills. The total training will be of 240 hours, with 80 hours of language (Hindi & English) and communication skills, 120 hours of basic computer skills and 40 hours of soft skills. This scheme is being implemented by Labour Department.
- BSDM has established one skill training center in every block of the state where soft skills, communication skills( English & Hindi) and Basic computer literacy training will be imparted.
- To provide uniform training to all students throughout the state, the department has signed an agreement with a company from Maharastra-MKCL (Maharastra Knowledge Corporation Limited).
District Registration And Counseling Center
- District Registration and Counseling Centers have started from 2nd of October, 2016.
- District Registration and Counseling Centers, equipped with modern equipment and facilities have been established in all districts headquarters. They would facilitate the execution of three schemes under Aarthik Hal Yuvao ko Bal. It will also help prospective youths in online registration of the applications, verification of their documents and further course of action.
- A waiting hall, May I Help You counter, Token counter, clean drinking water and toilet for applicants are available at these centers. The facility to register for Aadhar Card and Pan Card is also available at these centers.
- Applicants have to come to the center on the allotted date and time for verification of their original documents along with PDF copy of the application and submit the self attested copies of the documents.
Eligibility and Conditions for availing the benefits of the scheme:
- Applicant age should be between 15 to 28 years of age on the date of application.
- The applicant should have passed matriculation or intermediate exam from any institution recognised by the state government but has not attained or pursuing any higher degree.
- The applicant should be a permanent resident of Bihar and not be employed or self employed.
- The applicant should not be receiving any kind of allowance / scholarship / credit card / skill development facility or assistance from any other government source and should not have a government or non-government employment (contract/permanent/temporary).

- Passing certificate of 12th Class and its equivalent Examination (only for those who have passed Intermediate).

Bihar Start-Up Policy, 2017
- To encourage the young entrepreneurs in the State to start new ventures, the Bihar Start Up Policy, 2017 is also being implemented. Under this policy, Venture Capital Fund of Rs. 500 cr. has been provisioned. Under this scheme, suitable environment will be created in the state to establish industrial units. Arrangement of financial assistance, incubation centre, funding, publicity, standardization amongst others are part of this policy.
Free Wi-Fi In All Universities And Colleges
- With an objective of augmenting knowledge base of youth with the aid of Information Technology and to support them in equipping themselves with essential skills in this competitive era, free Wi-Fi connectivity in all universities and colleges in being provided by the Government.
- The State Government has sanctioned scheme for this purpose. It has been implemented by Information Technology Department through Beltron which is the executing agency for building and maintenance of the infrastructure.
- Internet facility through free Wi-Fi has been made available in 320 institutions, including 16 Universities, 262 constituent colleges, 07 state engineering colleges, 09medical colleges, 08 agricultural colleges. The students and staffs of universities and colleges have been benefitted from this scheme.
